Attached is the final ballot for the 2012-13 policy debate resolution.
The WDCA will again be collaborating with the WHSFA to poll the debate coaches for Wisconsin's ballot to the National Federation of High School Associations. WDCA Releases Novice Evidence Packet |

The Wisconsin Debate Coaches' Association has again produced a Novice Evidence Packet for policy debate.
Below we have listed all of the files contained in the Novice Evidence Packet. Additionally, a zip file that contains all of the files is available here. If you have trouble downloading the Novice Evidence Packet, please contact Nick Bubb. Copies will available at the fall business meeting and workshop in CD form upon request.
Coaches are reminded that the the WDCA has adopted the following language regarding the Novice Evidence Packet:
Until a date determined by the Executive Committee, arguments in the novice division are restricted to those contained in the official novice evidence packet. Following that date, packet restrictions are removed but affirmatives remain limited to the plan texts specified in the novice evidence packet. In the event that an argument is presented from outside the novice evidence packet, the judge should not consider that argument in their decision, regardless of whether the issue is raised in the debate. If the affirmative team presents a plan that is not found in the novice evidence packet, they should receive a loss. Tournament directors should enforce these novice evidence packet restrictions.

The plan texts in the packet are as follows:
- The United States Federal Government should significantly increase its space exploration and/or development beyond the earth's mesosphere by the implementation of an ASAT system.
- The United States Federal Government should substantially increase development and exploration of space beyond Earth's mesosphere by establishing a lunar colony.
- The United States Federal Government should significantly increase its space exploration and/or development beyond the earth's mesosphere by engaging in an immediate program of active space debris removal.
The date determined by the Executive Committee for removing the Novice Evidence Packet Restrictions is November 1, 2011.

Due to the snow-shortened state tournament, the Wisconsin Debate Coaches Association was not able to properly recognize the scholarship recipients. This post is our attempt to celebrate the accomplishments of two outstanding students who would have normally received recognition at the awards ceremony. Please read below about our two scholarship recipients and join us in congratulating them.
